Cultural Committee Chairman speaks out on recent Russian Public Sex case

23rd February 2010

On Monday we spoke with Khun Surat, in his capacity as the Chairman of the Banglamung Cultural Committee about the recent cases of foreigners being caught conducting lewd acts in public places. The most recent reported case was a couple from Russia who were caught having sex at the Bali Hai Port located at the south end of Pattaya Beach, over the weekend. In the majority of these cases, the participants are fined between 500 and 2,000 Baht which is not enough according to Khun Surat who believes a sterner punishment should be given to those who conduct the lewd acts as these small fines are not enough of a deterrent. According to Thai culture, public displays of affection are frowned upon. Khun Surat believes that this situation must be controlled sooner rather than later as the image these stories are portraying to the rest of the world are not helping the image of Pattaya as a tourist destination suitable for families. Khun Surat will be sending a report to the Governor of Chonburi Province to ask for a change in the law to allow for sterner punishment in cases involving lewd acts in a public place.

How great, “more money”. Why can’t Thais
just accept there seems to be some fascination with Russians that having a little celebratory sex in public is a way to make memories? Sure a reprimand and a 500 baht fine at the police station, while still being strict isn’t a huge deal, but this need-more-money mentality is a power trip and greedy.

  2. Teddy says:

Pattaya is all about the lowest common denominator. The “city fathers” only care about how many come, not whom! By the time you got rid of the Ruskies, the Indians, the Arabs, the Koreans and other criminal elements, there would be few left.
It’s well past time for Immigration to help the long term foreigners whom may be halfway decent, to stay year round, instead of harassing them, and encouraging the dregs of the world for their short holidays.IMO.

  3. teresa says:

Disgusting people, wherever they go they are bad.Get out of Pattaya

  4. david jones says:

the russians have taken over as the gold medal standard for obnoxious nationalities, the women all dress as sl*ts with their bums hanging out annd their male offsiders are loud and noisy, i think russia was better when they were all poor over their and were all cueing up for a loaf of bread all day rather than becoming wealthy through theirscams frauds and dodgy business practices and turning up in thailand for a holiday and dragging the reputation of the other white men down with them………….anyone toast a vodka to that!!!!

  5. Pip says:

Out of sight out of mind…in Thailand public nudity is not acceptable however what goes on behind closed doors is often tolerated. Just because Pattaya is hedonistic does not mean that people should be allowed to have sex in public. uts their country and their laws, dont like it, then dont do go there. As for me Ive been going to Pattaya for 14 years and class myself as as opened minded however I still dont want to see people having sex in public, there are still some standards even in Pattaya and just because Pattaya has many other issues that should be addressed, this doesnt mean that the authorities should turn a blind eye to such obvious breaches of law and cultural norms. Two wrongs never make a right. Also the penalties if caught are hardly going to hurt the culprits but merely remind them and others that its not allowed.

  6. khun gerry says:

Give me a break!you will see young couples on holiday showing public affection all over the world..They should worry about underage girls, hookers, lady boys and boys selling themselves all over pattaya..now that sends a bad image around the world.

  7. Andrew Pryce says:

Well said Teddy, could’ent have said it better myself

  8. forensic says:

    The Russians have to learn.

For that matter, the nasty bar girls grabbing at me gets old too. Keep in your bars and do whatever you like, that’s your business. I public, it’s not that hard to show a little tact.

Do whatever you feel like in private… the public doesn’t have to see it all.

  9. yeah the reality is these russians would have visited a disco and probably none of the gogo’s or poor image locations of pattaya.

  10. Pattaya Boy says:

scummy russians fine the rats 100,000tb that would stop them

  11. dave says:

They will also have to stop scantily clad young ladies showing affection at countless beer bars throughout Pattaya, or is it OK if your getting forigners baht out of it. He has to be joking that this is giving Pattaya a bad name, it is known world wide as sin city and for good reason. THATS WHY WE GO THERE.

  12. Mark says:

Yeah, and walking street is all about the ice cream shop. Pattaya’s image is that it is saturated with sex workers. That has nothing to do with the occasional tourists shagging on the beach

  13. Pip says:

So if the powers that be intend to enforce the laws relating to lewd acts in public is not a fair question to ask if they will also be fining the countless Katoeys who regularly flash their assets and other bits on Walking Street and Soi Yodsak. Hopefully any such enforcement will be even handed and not only aimed at non thais.

  14. Teddy says:

The last thing on earth Pattaya is about is families!
Just concentrate on the public morals angle, and deport the offenders after a hefty fine!!
